Unemployment rates are LOW, really low. In the Seattle Metro area, they are hovering just under 3%. This means every other company in town that's looking for talent is competing for the same candidates. It's just another reason why you need to get creative to entice potential employees to work for your company.

Open Up to Remote Workers
This is 2019 and working remotely is no longer something that is met with raised eyebrows.
You already know that Millenials bang to the beat of their own drum. They want more freedom and greater flexibility and that includes working remotely.
By opening up your job offers to remote workers, you invite talented professionals from far beyond the physical region in which your company is located.
Thanks to the wonders and advances in technology, working remotely has never been easier. Do you need to have a meeting with an employee living 1,000 miles away? Hop on Skype, Zoom for Business or GoToMeeting and set up a call. Don't pass on this incredible opportunity. Many of these services are free also.
Create a Referral Contest
Everyone loves a contest! You can hold a contest that is based on internal employees referring friends, past colleagues that are qualified for your open positions. Give people some incentive by offering them a gift card or spot bonus for anyone that get's hired. I would recommend it is a fair dollar amount that really ignites your team to help with the recruiting heavy-lifting. In many organizations, I see referral bonuses of $500-$1500 depending on the level of the candidate. Remember to include that the candidate must make it through the probationary period before the bonus is paid out.

LINKEDIN is amazing! We should all be grateful this go-to social network for professionals exists.
This is a great place to post job offers and reach qualified individuals. You could also get your co-workers to share your job posts to get them more visibility. Use the almighty power of social media engagement and sharing to get your ad seen.
Another way to use LinkedIn is to join "groups" that your ideal candidate may be a member of. Once you join that group, you can usually post your job opening and have it emailed directly to the audience perfectly tailored for your role.
Partner with Your Talent Acquisition Team
During my time in Corporate Recruiting, I was working often 40-100 positions at any given time. The managers that really made time for me to ask questions and get a solid understanding of what was needed in the role ALWAYS got more of my time. Be kind to your internal recruiters and schedule a coffee meetup to talk through the role and build a strategy for them to focus their efforts on. Have details about the ideal candidate, the skills they have acquired, personality needed to fit in with the team and compensation band assigned to the role. Then set regular weekly check-ins with your recruiter to get progress updates or challenges they face. This partnership will surely get your recruiting team working harder for you.
